It is a version of an old Hungarian money box.
Open the window, and a tray will appear, taking a coin up to 20 cents in size. Push the same switch again, and the tray will withdraw, taking the coin inside the box. A key is mounted on the back of the box, which opens the round door on the base, and the coins can then be retrieved.
